EC opens targeted consultation on a renewed hydrogen strategy

The European Commission opened the consultation on October 26th and runs until November 23rd.

The target audiences are public authorities (Member States and EEA countries, regional and local authorities), National Regulatory Authorities (NRAs), hydrogen producers and consumers, including users of hydrogen and its derivatives in industrial processes, agriculture, aviation and maritime transport, infrastructure operators, technology providers, renewable energy project promoters, energy producers, industry associations, financial institutions, environmental non-governmental organisations, academia, research and innovation organisations, and consumer organisations.

Why the consultation?

Since the publication of the European Hydrogen Strategy in 2020, the EU has put in place a comprehensive regulatory framework.

Despite the framework in place, the production and use of renewable and low-carbon hydrogen are developing more slowly than initially expected, with limited operational capacity and challenges in bringing projects to sufficient maturity.

Besides, the Renewable Energy Directive mandates the Commission to develop an EU strategy for domestic and imported hydrogen with the aim of promoting the European hydrogen market and domestic hydrogen production in the EU, supporting the implementation of renewable energy targets, while ensuring security of supply and the EU’s strategic autonomy in energy and a level playing field on the global hydrogen market.

the European Court of Auditors also recommended to the Commission to update its Hydrogen Strategy in order to ensure the availability of complementary decarbonisation solutions for industrial processes where direct electrification is not feasible, or cost-effective.

The aim of the consultation is to seek stakeholders’ views on how to improve the current functioning of the electricity forward markets. The objective is therefore to gather factual information, knowledge and perception about current issues and  potential ways to address the barriers to the uptake of renewable and low-carbon hydrogen derivatives.
