This EnR report presents an overview of how business associations across 16 European countries are helping Small and Medium-Sized Enterprises (SMEs) advance towards sustainability and net zero. Drawing on survey responses from sectoral business associations and expert interviews, it reveals that while 67% of associations have formal sustainability objectives, only 38% believe SMEs prioritise sustainability highly in practice. The most common support mechanisms include workshops, webinars, technical consulting, and online resources, complemented by collaborative projects and networking initiatives.
Despite these efforts, associations face persistent barriers—limited resources, technical expertise gaps, and challenges in accessing finance. The report identifies financial support and grants, clear policy guidance, and access to technical expertise as the most critical needs for SMEs. It also highlights the importance of tailored, sector-specific approaches and the value of partnerships between energy agencies, business associations, and policymakers.
Key recommendations include developing practical toolkits, simplifying regulatory frameworks, fostering peer learning, and creating dedicated funding streams for SMEs. By implementing these strategies, stakeholders can unlock the full potential of SMEs and accelerate Europe’s transition to a sustainable, competitive future.
Background
The European Energy Network (EnR) is a voluntary network of European energy agencies which aims at promoting sustainable energy good and best practice. EnR strengthens cooperation between members and key European actors on issues concerning sustainable energy.
EnR provides a first point of contact for national energy agencies in EU Member States. EnR dedicates its efforts towards joint activities where its unique character provides added value at both a European and individual Member State level. It provides a channel for pan-European technical support on matters of energy policy, strategy, evaluation, programme design & delivery and marketing communications.
