  1. Very curious that under the Home Energy Conservation Act , passed back in 1994, every single English local authority with housing responsibilities became reasonsible for assessing energy usage in all the homes in their coucil areas.
    What have they all been doing over the past 25 years??

    1. When I first saw this article I thought of the Home Energy Conservation Act and your actions to really make it effective. You raise a very important question. It’s not obvious.

      1. As ever, this shows that however great any legislation might be, if nobody enforces it, then it doesn’t achieve much. End of case.
