  1. What sanctions can meaningfully be placed upon the International Maritime Organisation? It is truly a case of” Who guards the guardians”!

    1. Good question. I’m not sure we would be happy to know the answer but will try and find out more.

      1. In Latin this is written”Quis custodies custodiem”. Latin scholars will confirm that this is usually identified as a “num” question- in other words, a question anticipating a negative answer. Hence the true answer is: “Nobody”.

      2. Apologies .That should have read “Quis custodiet custodiem”.
        A victim of an officious English-language only spellcheck.
