The OECD together with the IEA has a very useful site on fossil fuel subsidies and other support. This site brings together the OECD inventory of estimated budgetary support and tax expenditures relating to the production or use of fossil fuels in its member economies, and IEA data on consumption subsidies, primarily in developing and emerging economies. Altogether there are 38 non-OECD countries included in the data for consumption subsidies. They are available through a very good interactive map.
