The European Investment Bank (EIB) is launching a public consultation as part of the review of its energy sector lending policy. The review process is expected to be finalised in summer 2013.
The EIB’s energy sector lending policy is based on relevant EU sector policies. These policies are translated into lending objectives and project screening criteria for Bank financing.
The current EIB energy sector lending policy was developed in 2006 and 2007 and is set out in three documents:
- Clean Energy for Europe: A Reinforced EIB Contribution (2007)
- EIB Energy Review (2006)
- EIB and Financing of Nuclear Energy (2007)
The current review is taking place in light of the market and EU policy developments that have occurred in recent years.
The consultation process seeks to solicit views and input from a wide array of stakeholders that are involved in the energy sector and can bring valuable expertise to the review of the EIB’s energy sector lending policy.
Documents
The EIB has prepared an issues paper that provides external stakeholders with background material about the scope of the review and that raises a number of key issues that will be looked at when reviewing the current energy sector lending policy. This paper is intended to be read alongside the Bank’s energy sector lending documents highlighted above, and the Bank’s other key strategy and policy documents notably the Bank’s Corporate Operational Plan, the various other sector lending policies and the Bank’s Statement on Environmental and Social Principles and Standards.

Stakeholders can send written contributions until 31st December 2012. Written comments received will be published on the EIB website [http://www.eib.org/].

Consultation meeting
A public consultation meeting will take place on 7th December in Brussels. This meeting is open to all interested stakeholders and offers the opportunity to exchange directly with EIB staff about the Bank’s energy sector lending policy and the key issues at stake within the review.
