Energy Efficiency Directive negotiations update

Concern is growing that the negotiations between the European Council, Parliament and Commission may collapse because of a lack of serious movement on the part of Council.  While there has been some change of position by Council on energy efficiency obligations and cogeneration, Council seems reluctant to budge on the retrofit of buildings.  There is worry that some member states will resist any change.  With the current level of ambition, the chance of meeting 2020 energy efficiency targets is increasingly remote.  There will be two trialogue meetings before June 13th. (see Reference Material Page for information on trialogue process).  There is only one month left for the Danish Presidency so it is under pressure to come up with an acceptable compromise before Cyprus takes over the Presidency in July.

Meanwhile there is much mobilisation going on behind the scenes.  NGOs have been active at the European and national levels to press for greater ambition.  Associations such as Cogen Europe sent open letters to the Danish Minister this week.
