New study related to energy efficiency obligations

At a time of heated debate around the merits of energy efficiency obligations within the draft Energy Efficiency Directive, a new report by the Regulatory Assistance Project (RAP) and eceee “Determining Energy Savings for Energy Efficiency Obligation Schemes” provides a no-nonsense set of guidelines for determining energy savings under such schemes.  Based on a detailed review of the processes that currently exist in three Member States – Denmark, France and the UK – best practices are identified that have been used to derive both high-level principles and a detailed methodology for determining energy savings.

The authors, Dan Staniaszek and Eoin Lees, were instrumental in setting up and running the UK Energy Efficiency Obligation scheme, which is both the oldest (since 1994) and largest in terms of investment, energy and carbon savings out of the five schemes operating in Europe.  In addition to the three countries studied in detail, Italy and the Flanders region of Belgium have EEOs in operation.   The report is available on the eceee website.
