The EiD post of March 23rd stated that on Wednesday, March 21st, the European Parliament and the Council published a comparative methodology framework for calculating cost-optimal levels of minimum energy performance requirements for buildings and building elements. This was required under the recast of the Energy Performance of Buildings Directive.
Guidelines as intended by Annex III to Directive 2010/31/EU were published in the Official Journal on April 19th.
While the guidelines are not legally binding, they provide relevant additional information to the Member States and reflect accepted principles for the cost calculations required in the context of the Regulation. The guidelines are intended for facilitating the application of the Regulation. The document closely follows the structure of the methodology framework in Annex I to the Regulation.
